You need the PDS software to design the ispLSI device. I do not remember what was used to download the code into the device. It has been more than 18 years...
For those interested, I have pDS v2.50 and pDS v2.61 (program and patch). Thanks to toriman for supplying pDS v2.61. I even found a patch I made for v2.71 if anyone has the program.

Not really. The DCT works in horizontal and vertical directions on the 8x8 block. It won't work if you do it horizontally only. It sucks, but you need those 8 lines of delay.
Half band filters can also be used for signal oversampling by 2 (x2). The resulting signal contains the original samples and the interpolated point between the original samples are the original samples filtered by the non-zero coefficients.
