gsm data enabled calls
I know that when you are using a GSM modem to dial out a PC, you
dont need something special concerning the SIM card.
When you want to get an incoming connection on the PC you have to
use a SIM card with data enabled function.
What s the technical reason for it??
There s no answer for it, you need to look the manual of the plc you're going to
use. Usually it is read line by line frome left to right but I have already used
plc's that works column by column from up to down (Telemecanique TSX17)

connecting s7 200
In fact S7-200 is low range PLC of Siemens. You could find certainly more accuracy
on S7-300/400. So is Profibus a standard on the industry, you may find an interface
that can handle the connection with the load cell and give the result as a profibus slave.

Connecting load cells must be done with the right material :
a load cell is basically an high precision resistor.
So a Δ wheight gives a Δ resistor. You can measure this with a millivoltmeter.
Of course the wiring of your loadcell to your plc as a direct influence...
Re: Liquid fuel flow sensor
I dont think you will get such sensor for a low cost price. It must be reliable
in explosive area and so be compliant with specific rules.
In fact, you are able to download the program from the PLC because it
usualy upload the source program with the compiled program.
If not you are not able to get it back

SCADA (SUPERVISORY CONTROL AND DATA ACQUISITION) is not
hardware, its a software connected to a DCS or a PLC

Re: Microcontroler or PLC???
It depends of your application :
for a few installation plc is the best
if you are planning >100 same application that require only a
few digital io you could considere the choice of microcontroler.
