if a capacitor is in series with a high resistor can it damage?

Yes, the capacitor charged in slower rate then when resistor is not connected but the maximum charge that will store in the capacitor will be same. Because of above mentioned reason the capacitor will not work properly.

    Running light using 4017

i have a circuit of running light using 4017 and 555 ICwhich has 8 output terminals. But I want more output by using same ICs. Is it possible to make more output i.e nearly 20 to 25 output. if additional circuit(without using other ICs) is required please send me.

    capacitor in aprallel

In most of the circuit that I used, I see that the capacitor is connected in parallel with the other component like inductor and resistors. The capacitor is used to hold the charge for some time and when maximum charge is stored them it allow to flow the charge. So it depends on the circuit where...

    capacitor in aprallel

If we connect the capacitor in parallel combination then the capacitance of the the capacitor is added i.e similar to the the resistor connected in series combination.

    Verilog "Dash" operator

There is no such opertor in verilog. If you want to learn about operator follow the link below. iroi.seu.edu.cn/books/asics/Verilog/LRM/HTML/04/ch04.1.htm But in modeling delay it is used ie for controling the time. For example x = #1 y; We can also use it in trise, tfall, toff, min, typ and max values.
