Actually, the datasheet says that the internal oscillator of the MCU starts on every system reset, with no need for external components. So I suppose it should work even if the external resonators are not working properly. (Please correct me if I'm wrong.)...

Actually, I turn off/on the MCU, but it doesn't help; it fails to connect to the target board.
Besides, MCU is powered by an external power supply, and not the BDM.
Any other suggestions?

I think the calculation of the Ic is wrong.
Ib × β is the collector's current , and not the resistor's. Did you get it !?
Therefore , you must first calculate the resistor's current ( which is more than collector's current ) , and then calculate it's voltage.

Hi friend
To ruduce the outlet voltage , you can use 2 resistors.
Apply the outer voltage to the " 9+8=17 " resistor , and therefore you'll be able to get an output of 9 volts from the " 9 " resistor.
