AVR-clone???
I have heard many times about "PIC-clone" microcontrollers, but never "AVR-clone".
Do you know if "AVR-clone" is possible, and why/why not?
Audioguru is right, you need to use a potentiometer to adjust the "null offset", connecting both inputs to the ground is not enough to get the 0V output. Plus, you must use a close feedback loop, do not left it open.
Re: Russian RTL IC pin out is needed
Attached is what you need (1.gif = your 1st IC, 2.gif = 2nd IC, 3.gif = package). Please note that:
- pin 2 = GND, pin 9 = +Vcc.
- Vcc = 4V +/-10%.
- replacement is based on your particular application. These ICs are very obsolete and I do not see any RTL...

IanP gives you the good solution for your idea of sourcing the load of 3.6ohm with currents from xxx to xxxA.
It is funny that you want to adjust different current through a fixed load resistance but want to get load drop voltage constant at 5V??? Do you know the Ohm law?
