Are leakage current and hibernate current one and the same ? Do these current depend on the number of taps in layout?

minimum grid is usually defined in the DRM.And if the the layout is designed with a different grid then it is bound to give offgrid errors in DRC.

In latest ICFB ,if we have vias stacked on top of each other ,they get attached and we are not able to move or select a particular vis in the stack.
Any idea of any switch present which can disable this?

If during design you missed the antenna rule violation of M1 then it is sure to do some damage to the gate to which it is connected.The charges accumulated during M1 etching are flushed before M2 is etched .
