Decoupling - used along power supply pins to store charge temporarily, desirably for the time it takes for charge to arrive from the large PSU unit. To improve timing, large capacitances are placed locally for few blocks/sections.

Also know that, the signal chooses its return path. we designers have to be careful to provide it with fewer option.
When you are running a supply plane close by than ground, the supply plane is most likely to become the return path for that particular signal.

You could introduce a suitable pi filter. this will introduce a delay.

Hi,
When converting from one voltage level to another, a PSU is required. In your case, the internal 48Vdc PSU will be one and the external 120Vac to 48Vdc is another.
-48Vdc is very common in telecommunication environment.
