i guess you can limit the rate based on the source address in any QoS supporting router

You will have to do some homework here.
research bittorrent clients for known ports and known servers and adjust the priority for these addresses and/or ports.
or you can take the simple way, and divide the bandwidth equally between the users.

Go to control panel >> Administrative Tools >> Services
double click on the messanger service
in the general tap, for startup type select automatic
apply and start the service
you should also check in the reciepent side that there is no firewall stopping the reception of those...

Yes, DNS uses both TCP and UDP, but for zone transfere DNS uses TCP (needs reliable data exchange between DNS servers), for clients it uses UDP

See if your router supports QoS (Quality of service)
If so, you can divide the bandwidth equally between your neighbours, or you can assign a low priority for the bit torrents applications
