I have used the given circuit, Its quiet working well. When i change the the polarity of the capacitor it does not work.I have gone through the literature, but there is no proper explanation on the polarity.

I use the formula for finding CA (core area) and TPV (Turns per volts) for designing EI transformer
as
CA= 1.151 sqrt(volts and ampere).
TPA= 10^8/4.44xFxBxCA
Should i change the constant instead of 1.151 in CA...

I use Opamp as a comparator. I can use either as active low or active high and i no need to use pull up or pull down resistor if i use opamp.

I need to know any IC consists of minimum 8 no of opamps in single chip.This is to design 3 bit to 4 bit Flash ADC for laboratory purpose.
Right now we use LM324 and TLO84 2 to 4 nos.

Hello all, of course all are correct.
I suggested this to Theme, because he needs output from 5V to 12V. I strongly believe that it is highly sensitive to short circuit.Is it possible in LM317?
Instead of NPN in the circuit, PNP could be used but need small change in connection.
