Yes, that is the case if you are using the OA (Open Access) database.
But for that your analog design should also be in OA format.
I don't think any additional license are require.
HSIM RA & VAVO are for analog designs only.

For static IR drop : revise your power N/W (Increase the no. of power strips etc.)

How exactly you have tried?
The lectures are in .rm stream format. So to download it, you need a .rm stream downloader.
Search on the google/ download.com. You will find lots of .rm downloader software.
There is maxim application note which describe the matlab routine for the spectral analysis. Check the attachment.
Otherwise there is a routine for SNR calculation in DEL-SIG toolbox. If anybody know the algorithm of this DELSIG routine, please share.

For digital design two types of LEF file.
For standard cell library
std_cell_ tech.lef : Defines the technology information.
std_cell.lef : Defines the std. cell macro definition.
Similarly for IO library.

As you want to insert PADS in mentor. Use ICStation (Mentor's layout editor) to read .GDSII directly. You also require the technology file in Mentor format.
Re: What is HFN?
HFN is high fanout nets (like reset etc.). If you don't want to balance the skew, than no need to worry, Encounter can automatically take care of it.
But if you want to balance the skew. Simple option is to use the CTS algorithm, instead of specifying clock, specify the HFN...

Actually You should not use the .GDSII directly. Because to reduce the size of internal database Encounter only deals with abstract views (.LEF). Which contains the information about the Metal obstrct (Region where metal should not be routed by Encounter) & contact details.
