As a rule, we should say BJT is faster than CMOS.... BUT it is not a complete rule, because nowadays there are some CMOS technologies that can rival with BJTs in speed !

I suggest putting a 56ohm resistor at collector, and changing the base resistor to 7.4k-ohm. Then the current of LEDs is limited to 100ma, and the transistor gets its saturation level very well.
In this way, the consumption of your circuit lowers ,and you have no problem with...
I suggest you to use a simple op-amp, to get and recognize the voltage level of tel line.
If it is less than 15-20volts, you can detect the hanging off.
