    It is closely related with the ESR (equivalent series resistance) of the cap, lower the resistance higher ripple current it can absorb. Because this resistance puts thermal limits through the caps.

    Why not use a simple inrush current limiting circuit instead of inductors, yes inductors can be used for filtering purposes but with an active inrush current limiting circuit you do not need passive limiting solutions. Additionally, you can adjust charging time by simply changing a 0805 package cap.

    You can use LT1028 as well, there is an example called "Low Noise, Wide Bandwidth Instrumentation Amplifier" in the data sheet. I guess this would work fine to measure a differential signal.
