You mentioned that to turn on the IGBT, the Vin = 1.5V or lower. But you apply 5V???
Do you think we can turn on a IGBT without forward bias C-E or without DC bus voltage?
Shaft encoders
Not easy to find an encoder that fits the 30mm shaft. Probably you should consider to machine an adaptor with one end fit the 30mm and the other end fit the hollow shaft encoders.
If you have a digital osciloscope (e.g. Lecroy Waverunner), all the measurement can be done easily. And, it's not wise to explain lengthly here. Pls refer to the user guide of the osciloscope and search for the topic, e.g. duty cycle, fall time, rise time, frequency, etc.

You can consider to use Frequency-to-Voltage converter (check TI or NS website). In this case, you need a ADC to read the voltage and translate it to the appropriate speed (rpm) value.
