i have connected a micro controller to sony Ericson's T28s .The input voltage i supplied is 3.6v for both and on the receiver pin of T28s a voltage of about 2v was obtained but on the transmitter 0v was read what is the problem?

i am programming attiny2313 using stk500 development but i faced a problem.
Can any one explain the steps i should follow to program it?
i will use an external crystal oscillator of 8mhz.how should i set the fuses,clocks and everything.

I want to interface micro controller with voltage rating of 2.7v-5.5v with T28s which has a voltage rating of 3.6v.Is any problem if i can supply the micro controller with 3.6v and connect the TX and RX of micro controller with RX and TX of T28s for data transmission among them?
