When u operate GSM PA in saturation mode, it bound to have harmonics , since its operating in saturation(means u are starting to clip waveform in time domin). The generate harmonics may create problem to other devices which are operating at that frequency.

No, you can't obtain optium load using simulation without non-linear model because S2P has only linear parameters information only.
We do measure the P1 db and 3-db back for power amplifier. I am confused regarding 3-dB back off measurement. Is it 3-dB back off from output power or is it from input power, from P1-dB point ?

Actually, i want to measure EVM introduce by my Power Amplifier. i have tried by driving my PA into compressing region but its Rms EVM value is 0.5% only.
so, i think there is some problem in measuring so i want to introduce Phase distortion...
shift problem
I have designed RF PA in ADS 2008 version. i made three different design for 1.8425 Ghz frequency. but after making PCB, i have observed shift of 50 MHz in all three designs.
What could cause such problem, is it due to ADS ?

For amplifier, u can consider as the frequency at which gain is reduced by 0.707 of its maximum value.
in terms of power its half of maximum value i.e 3db down from maximum value.
