Whenever i power on my spartan board the led associated with the supply votages (I.E 3.3 Volt 5 Volt) as well as all the output leds start blinking.what could be the reason for that?

i dont have schematic, the board also has a serial DB9 (FEMALE) port, so can you suggest whether i can use this for connecting to laptop and download program ? , if yes then which cable is required, can local cable: DB9 (MALE) to USB be used ? and will speed affect downloading ?

I have written a single code for eight bit addition, compiled it but what I need is that for different bit addition's (i.e 1 bit, 2 bit, 3 b..) I need separate device utilization summary, using same code.Is it possible ?

I want to know where would such condition exist ? I mean are Flip Flops( which are sequential) used to design adder (which is combinational.) ?
