What happens if the current sensing circuit fails, either induction or via a shunt? The fuse is the last line in protection.. try a polly fuse if you don't want it tripping, but even pollys come with issues
with a little tweaking, you could have an aluminum foil touch sensor, place it behind a water proof casing, it should be able to detect your finger even through waterproof plastic, the only 2 wires you'd need to drill for would be the wires to a relay to start the motor...

To output a voltage be 5v or 12v for a period of time, either automatically (Astable) or a 1 off (Monostable) each time you press a button.
