you need word on the gate drive circuit i think if you gate is not driven accurately then this problem can happen.use totem pole transistor configuration to drive the gate and then post the results.
or try to use N-Channel mosfet like IRF740 always most your real schematic to get better results...
you can use simple boost converter if your load is resistive then making a boost converter is really easy or you can find some dedicated IC like LM2596(this is actually buck) which can boost the voltage to the desired level.
Yes you once the hex is created you can use any suitable program to load hex to PIC i suggest you to use PICKIT2 because it really simple and error free.
