Have you tried to make them yourself by using the spreadsheet function of the OrCad?
If you design several symbols (one for each functional block of the FPGA) and add as many pins you need, then select all the pins, and change their property, select the whole spreadsheet, copy it with ctrl+ins, and paste it in Excel.
Copy the pin/name definition from the Xilinx datasheet and copy it over the names in Excel. When your done, copy the content and paste it back to Orcad.
It takes time, but it is the fastest way to make huge components such as the one you have.

First you have a wrong with your english, you need to write "Does someone have ...." as I see you are from Israel (Phalastin).
I am from Brodcom company US and we use Virtex4 XC4VLX400 device FF1513 package and I build its simbol in Orcad (Capture). I realize it in our project and this Xilinix part has been works.
The price for the Orcad library is 400$, or send me the Spartan3 XC3S400 library.

I believe you meant that you use Virtex4 XC4VLX200 device (there is no Virtex4 XC4VLX400 device).

Yes you true I meant that I used with Virtex4 XC4VLX200 device ,I confused with the '400' of the XC3S400.

I've used Altium Protel in the past and it has a very good library. Now I use OrCAD, becasue my laboratory uses it, and they wouldn't let me use anything else. Could you explain how to export the libraries from Altium to OrCAD or post a piece of Altium help file or a link to a tutorial?
