I have ordered this from the Xilinx website. It is free for the basic Sparten 3E pack.
If you wish to get the evaluation kit and Jtag cable its some $800 and $20 US

I'm waiting for the Spartan-3E Starter Kit. Lots of fun features for only $149 US. However, Xilinx (or maybe Digilent) keeps delaying it:
