For JTAG is fully functional, but for FPGA header I didn’t try it.

i'm using this cable for 5V and 3.3V JTAG programming. it works fine for me. don't forget to place 100nf filter cap on pcb closely to programmed device. i have problems programming 3.3V devices without this cap!
