please tell me the procedure and setting for C programming and debugger settings for Eclipse.
 

First of all, you must download the plugin for the C\C++ Eclipse programming
 

One of the first questions that should be asked is:

Are you using Eclipse to write code for the PC or a microcontroller?

What C compiler do you have or you would like to have install?

And if this setup is not for a PC, what type of programmer/debugger to you have?

Let me know I have some PDFs to help step you through the installation process.
