It should be ferrite road inductor used as output inductor for SMPS

Generically known as an inductor. The ferrite rod inside the coil increases its inductance and plastic shrink wrap around it is to protect it and insulate it.

In the output of a PSU as shown in the photograph they are used to reduce the sharp edges from the switching waveforms that might cause interference to radiate from the output wires.
