wireless system designing

A 16 stories building each of the floor having 50 machines. A wireless system have to design to collect the status of each machine and need to identify which data is for which machine visually. In this case what type of wireless network should be used so that the total system will be cost effective?

Data rate: <= 9600bps.
one way (to the server).

Maybe Xbee can works. The server is the Master unit and the 50 machines is the slave unit. All the machines have different slave id number.
Even that is one way data, but all the unit would be transceiver. You can create own protocol data transfer.
Ex, the master transmit id number, then the 50 unit receive but only the corresponding id slave unit will response and send the status.
 

total units are 50*16 = 800. I've to take data from 800 different sensors and need to send them to the main server. Can Xbee support this type of speed and bandwidth?

Xbee will not be cost effective. Is there any cost-effective way?
