Why USB otg doesn replace USB host on the PC ?

USB otg and host

Can anybody tell me why USB otg not replace USB hot on the PC.

how r u suppose that PC as a device and controlled by other host?

I want to buy a OTG IP use in an embeded system. And through modify the verilog code to control it only as a host

why not to buy a host ip directly?
It's cheaper than otg
