Why the Verilog ILM netlist is similar to postlatiut netlist?

Hi all,

In Encounter, when i save ILMs, the verilog ILM netlist is similar to that postlatiut netlist 'i.e. it consists of reg-2-reg information also. why ?

Can any one caliry my doubt
