Do you plan on leaving that cell phone in your car for $15 year? *($15 is very little money in North America, what is the annual income of a typical person in India?)
According to the world bank it's about $450US yearly. $15 is a big chunk of $450 to be able to unlock a car.
Does that $15 include cell phones with a serial port and SMS usage?

Although prepaid it's still with only one provider, if they go out of business it's unlikely to be honored by another provider. Here if you don't use your prepaid phone it runs out at a set rate per month.
