why on TEM mode it is possible to use DC?

on TEM mode the electric and magnetic wave are transverse to the direction of the total field
why on TEM mode there is DC?
it has something to do with that the phase velocity and the characteristic impedance are constant along the transmission line?
if so then can i have a little bit more information about that?
