Why is Phase modulation (PM) not so popular in broadcast ?

Why is Phase modulation (PM) not so popular in broadcast as opposed to the amplitude modulation and frequency modulation?

I guess it might be a reason AM and FM demodulation were (are) easier to handle: AM can easily demodulated with an envelope detector, FM with the help of a PLL

Phase synchronization is a very complicated task which is required in PM demodulation. This is the reason that PM is not popular.
