Why I2C spec defines the MIN value of output fall time(Tof) ?

In I2C spec, the MIN value of output fall time of FAST-MODE is defined as (20 + 0.1Cb). I don't know what this limit defined for.
I have checked several datasheet of I2C devices. And I find no MIN value of fall time defined. Most there are TYP value or MAX value limit.
Would somebody please help me ? Many thanks!
