Why I can add jumpers to a PowerPCB design?

power pcb jumpers

I have two designs in powerpcb. In one of them i can add jumpers while routing. But in other i can't adding. Two of the pcbs are one sided. In second one when i attempt to add a jumper it gives a message in the status bar ("can't add jumper") and doesn't add the jumper. What may be the problem?

Hi
perhaps u might wanna check ur setting of drills. Try to add drill layers from 1-2. Check the via size also just in case.
