Why filters are described by impulse response?

y filters are characterized by its impulse response and can anyone help me about where to start dsp fundamentals

when u see the transform of the impulse i.e. frequency domain u get a constant amplitude for all frequencies from -∞ to +∞. so when u pass an impulse to a filter by seeing the frequency domain u can say what type of filter, cutoff frequencies etc.
try symon haykin's dsp. there r many books and links suggested in this forum. search and try them.
