Why does (W/L)16 has to equal to (W/L)7+(W/L)8 in CMFB?

If (W/L)15 = (W/L)9, then I1 equals Id9. This is because M15 and M9 form a current mirror. What I dont understand is what happens why does (W/L)16 has to equal to (W/L)7+(W/L)8 and Vout,CM = Vref in order for Id9 to be equal to I1?

(W/L)16 = (W/L)7 + (W/L)8
Vout,CM = Vref
these must be true in order for
Id9 = I1
to be true...

Why?
