Why do we use PVQ instead of the traditional VQ?

Hello
why do we use PVQ instead of the traditional VQ? and can anyone tell me what this statement means:
"Due to piecewise constant nature of the quantizer function, it is difficult to optimize the predictor with respect to the reconstruction error"
this statement related to the optimization problem of PVQ.
