Why BVcer is larger than BVceo?

Anyone tell me why BVcer is always larger than BVceo?
And what is purpose for parallel base-emitter junction with a resistor?

A base-emitter resistor bypasses collector to base leakage current and turns the transistor off when the leakage current tries to make the transistor conduct.
The resistor discharges the base-emitter capacitance quickly which causes the transistor to turn off quickly.
