how to make it a FM transmitter

Your circuit is an AM transmitter if the oscillator works.
A crystal has only one frequency. You can shift its frequency only a tiny amount which is not enough for FM audio.

Modern FM stereo transmitters use a frequency synthesizer with a crystal and use a phase-locked-loop to modulate its frequency. The MP3 to car radio transmitters use the BH14xx line of ICs.
