Can anyone tell me which tool is used for leakage estimation of an SOC.

leakage estimation

Synopsys used to use primepower for this, but they have migrated this functionality to primetime-px. You can use either of these assuming your liberty data contains power information. If it doesn't you should be able to find a nA/kGates number for the process you are in, and estimate from there.

If in stead of SOC ( System on Chip ) , we wish to estimate the leakage power of basic cell ( say nand, nor,and ,or gates ) so that you can fetch leakage_power value to your technical library, which tool will you use ?
Besides, PrimePower ver 2006 still can estimate leakage power .... They have migrated this function to PrimeTime PX ? I didnt know about it... Thanks for new information.
