Which metal is used for PAD connection ?

in ic layout which metal layer is used for pad connection,
for ex when i finish my layout there are in / out wires which has diff metal name .

can i connect it as they present ?
ro any specific metal layer i should use for PAD connection ?

in a 3 metal process its's usually the highest metal.

connection between available layers to metel3 or higher layers can be the solution ?

as much as possible when connecting block to block, connect it with lower metals. when connecting the core to pad u can use the highest metal.

Added after 3 minutes:

higher metals usually can handle higher current density.
