I think all of the P&R tools are able to do CTS. The most popular P&R tools are Astro from synopsys and SOC encounter from Cadence. During CTS, there are some parameters you need to take care of such as clock signal stages, clock insertion delay and clock skew......It's hard to say which tool is better since it is largely depend on your design and your CTS effort, so, try to use tools you are familiar with

The intergrated tool is hte SoCEncounter or the Astro.
But the piont tool is the CST2006, it is the more than the others in availabe.

Astro: easy to use, pretty good result, best user interface.
SOCE: easiest to use, quick and dirty, almost can handle any complex clock structure, but produce worst result.
