This comes from the hand held instrument. The output is in decade format (BCD) which humans know best.

The ADC is a dual ramp type, and is used in most of the hand held instruments.

This is a question for some interview written test I guess!
The exact question should be List differnt types of ADC's you know and which
one is used in DVM and why??

The answer for why is low cost very good acuuracy its slow but workable solution!
DVM reading is for humans who are slow in response so this dual slope ADC is best
than flash like fast adcs. One more advantage is it averages out noise!

such as icl7106-icl7107-icl7135-icl7109
 

Usually combination of A/D converter and direct display driver is called DVM converter. This way input voltage is directly displayed on human readible device.
As said before, used A/D commonly is of dual slope type that is characterized with small number of measurements per second (typically 3-5 measurements/sec), but has good noise cancellation and accurate measurements.
 

for example:

mc14433, icl7106, icl7107, icl7135 etc.

they are used in digital voltagei meter (DVM).
