Where do I have to connect shield pins of USB connector at PCB?
Should it be connected to GND pin of digital ICs on PCB?

Connect it to gnd of your board through a fuse, especially if your board is powered with a smps power supply. However, make sure that both your pc and your board smps are properly grounded.

take a look at these PCB Design Recommendations from Cypress.
