A week ago I bought the "EK-TM4C123GXL-Tiva™ C Series TM4C123G LaunchPad Evaluation Kit" from Texas Instruments which has the embedded ARM Cortex-M4 uP. It is only 12.99$ + 7.00$ shipping charges. I bought it directly from TI website and they ship it all over the world.
Assuming that you are not searching for a specific brand, nowadays, considering the vast availability of development kits on web sellers that offer free shipping, seems that do not make sense anymore know the country origin of the manufacturer.
I usually purchase on Alliexpress and Ebay, but I prefer the last one, due there they accept payment via Paypal.
