Where i can find Tools for programming the cop8cbr9

Tools COP8

You can buy low cost in system emulator for about 220US , I recomend it.
The second option is Midle range emulator but in fact if you bye low cost you can upgrade it to Midlle range just by adding one SRAM.

Assembler you can get free from WWW.National.com
there are two options to use one from National or one from IAR.

You can get free package from IAR including ASEMBLER but without C Compiler.
But you can ask IAR for Evalution version. They will send you 30 day full copy.
Simulator is Availible from Metalink, again free from NSC syte.

You can build your own programer using paralel port and some switches.
