If you are satisfied with 1nH resolution you can build yourself an LC meter. On the web there are a lot of projects for LC meter. It will cost you a PIC MCU, LCD display, LM311 and few other parts.
One of the most used professional inductance meters was HP16470 ($1000 average price on eBay).
Definitely I will go for one of the options mentioned above (AADE or VK3BHR), that I’ve tested myself and works very well.
You can even buy one from AADE. One hundred bucks means nothing for the results that you’ll get.
I think you should use a network analyzer. It can analyze the inductor with much higher frequency and you can also de-embed the test jig parameter. Also, it will give you some important paramters such as self resonance frequency (SRF)
Me too i think a VNA may be used as inductance meter (also a capacitance meter).
It give accurate information about inductance and self resonant frequency, but poor accuracy about Q.
The problem of Q accuracy is known also if you are using HP16470. Q depend on the maintenance state of the HP standard coils.
