where can I download ISE4 freely

hi;
I have a spartan device and I want to program it by ISE but only ISE4 and earlier support spartan family. where can I download ISE4 freely?

Is there any way to develop my design for XCS10 by ISE6.2 or later?

You may be able to synthesize your HDL with a modern tool such as Synplify Pro, but place-and-route requires the old version of ISE. Synplify Pro device support:
