When the SL638QOE receives a 38KHz infrared signal, it will output a low-level signal lasting only 400us

The continuous 38KHz signal does not allow the SL638QOE output to continue.
 

The behaviour is expected by design of industry standard RC receiver modules. You should find a respective specification in the datasheet.

Quote from TSOP1738 spec:
Some examples for such disturbance signals which are suppressed by the TSOP17.. are:
• DC light (e.g. from tungsten bulb or sunlight)
• Continuous signal at 38kHz or at any other frequency
• Signals from fluorescent lamps with electronic ballast (an example of the signal modulation is in the figure below).
