What's the maximum frequency for SpartanII ?

I know datasheet says it is up to 200MHz, but what does it mean? Does it say all possible design, at all enviroment conditions and all clb array sizes will work at 200MHz?
 

SpartanII max Freq?

No, it means you will have to design extremely carefully to achieve 200MHz. Use short routes, pipelining, low fanout, short carry chains, etc. But it should be doable in all chip sizes and environmental conditions. The faster -6 speed chip will help.

I think the absolute max CLB clock is 263 MHz based upon TCH + TCL, but you probably can't build much useful logic that will work at that speed.

Spartan-II is old technology.
