H.264 is the latest video compression standard, which achives greater compression than others like MPEG-2/4. H.263 and so. So fat I didn't hear there is other one better than H.264.

Check the x264 project at videolan, it's open sourced so you can get the source, you can try and email one of the developers to get the standards;
as far as I can remember enyone can download up to three free specs per year from the ITU-IT, so check https://www.itu.int/ITU-T/ for eny specifications

for starters on developing a codec, read the book........multimedia communication by Li and Drew...........i would suggest you to work on MPEG7 or MPEG21 ....as less work and more ideas have gone in into it !!!
