What's the difference between 3 phase 400V, 3 phase 220 V & 3 phase 110 V ?

And from single phase 220V AC supply how to get 3 phase 220V Ac supply ?

And from single phase 220V AC supply how to get 3 phase 220V Ac supply ?
A VFD inverter does just this - with limited power capability. Or a motor/generator combination. There's no other means.
