what's diffrent between DC and PT in net transition cal?

in DC,it will use WLM to estimate the RC of the net and the delay calculation by the diffrent type the network : best case balance case or worst case.in this situation will the DC calculate the net transition ?or it just use the output transition of driving cell for the input transition of fanout cell directly?
in Pt ,when back annotated the RC with SPEF/DSPF/RSPF,the delay net will calculate by Arnoid algorithem,the input transition of the net is the output transition of the driving cell ,and the out put transiion of the net is the input transition of the fanout cell.so PT will calculate the net transition.
